The International Rescue Committee (IRC) began working in Lebanon in 2012, following two emergency assessments focused on gender-based violence (GBV) and livelihoods. Based on these assessments, which found significant gaps in GBV and economic recovery assistance to Syrian refugees in Lebanon, IRC initiated two emergency interventions focused on psycho-social support to women and girls and unconditional cash assistance to female-headed households. In the process of implementing these programs in the North and Bekaa, IRC has observed numerous protection risks to the refugee population, including unsafe shelters, insufficient medical services, financial insecurity, and particular threats to vulnerable refugee children.
SCOPE OF WORK
The IRC will start Child Protection (CP) programming in mid August in the North of Lebanon towards ensuring that emergency affected children are safe and cared for, have access to appropriate services and support, and have their psychosocial needs met. In the challenging context of the Syrian refugee crisis the IRC has developed an innovative response to provide support to the most vulnerable children through comprehensive community mobile teams, who will deliver psychosocial support and case management services at the household level. To reach a maximum number of children the IRC will build capacity of existing “gateways” such as Lebanon’s Social Development Centers (SDC), schools, municipalities, primary health care centers, etc., to increase the number of children harmed and at risk of being harmed that are identified, and to provide them with psychosocial and case management services. In tented settlements/collective shelters, implementation will be supported by Protection Committees with supervision and support of the comprehensive shelter mobile team. The Child Protection team will be working as part of an integrated program and will work in close collaboration with the Women’s Protection & Empowerment (WPE) program and the Protection program to ensure comprehensive and coherent response to the refugee population.

SPECIFIC DUTIES AND RESPONSIBILITIES
This position will be responsible for managing IRC’s Child Protection program in the North governorate and over the long term will be responsible for leading broader child protection efforts in Lebanon.

Specific responsibilities:
Project and staff management:
Recruitment of Child Protection staff for the community mobile teams and tented settlements

Overall management of the Child Protection team
Draft learning objectives and conduct appraisal evaluation
Psychosocial
Adapt the IRC CP psychosocial wellbeing baseline tool and conduct the baseline in new locations of intervention
Training and coaching of the CP team according to CP minimum standards
Adapt the IRC CP parental support modules and support the CP team in the delivery of parental support activities
Adapt, develop and train staff on basic psychosocial activities for all children and psychosocial tailored activities targeted to children showing signs of psychosocial distress
Develop and implement an outreach strategy for CP service delivery at the household level for psychosocial activities
Case Management
Ensure that the Case Management system is functional and has updated an SOP, referral pathway, and information sharing protocol
Identify volunteer para-case workers and develop a coaching plan with the case workers
Support the case workers in the coaching of the volunteer para-case workers
Adapt and develop training modules for the CP gateways and work closely with them in the identification and referral of children
Develop and implement an outreach strategy for CP service delivery at the household level for Case Management
Program development & coordination
Develop a work plan and capacity development plan for the CP partner identified
Along with the M&E/trainer officer develop the M&E strategy and ensure its implementation so the program is technically sound
Participate in relevant CP coordination meetings in the area of intervention
Identify and lead broader IRC Child Protection efforts in Lebanon
Work closely with the WPE and Protection programs to ensure comprehensive and integrated approaches
Implement other tasks as required related to Child Protection activities (fund raising, proposal writing, assessments)
REQUIREMENTS

University degree in law, social work, sociology or a relevant field
Experience working in emergencies
Five years of relevant work experience in the area of child protection, developing case management systems and psychosocial programs
Experience working in urban settings is an advantage
Experience working in start up of program and remote management is an advantage
Excellent analytical skills with a good vision to create strategies
Managerial experience
Ability to develop partnerships, network and coordinate
Experience facilitating trainings/mentoring
Fluency in English; Arabic fluency desirable
Previous experience in working in the region desirable

Experience in refugee (child) protection and/or working with UNICEF an asset
Knowledge of child protection database required, good knowledge of the IMS preferred
