Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistics, the organization is committed to:
§ Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;
§ Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs;
§ Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:
  1. Context and background
    The Syrian uprising began on March, 15th 2011 with public demonstrations as part of the wider Arab Spring and developed into a nationwide uprising and a civil war in 2012. Protesters have demanded the end to nearly five decades of Ba’ath Party rule, as well as the resignation of President Bashar al-Assad. In the spring of 2011, the Syrian government deployed the Syrian Army to quell the uprising. Several cities have been besieged, and soldiers were reportedly ordered to open fire on civilians. Civilians and army defectors began forming fighting units and unified under the banner of the Free Syrian Army (FSA), fighting in an increasingly organized fashion; however, the civilian component of the armed opposition lacks an organized leadership. The Syrian government characterizes the insurgency as armed terrorist groups and foreign fighters bent on destabilizing the country.
Two years and a half after the start of the crisis, the death toll has reached more than 100,000 people with nowadays 5,000 people dying every month in Syria . According to the Office for the Coordination of Humanitarian Affairs (OCHA), more than 6 million Syrians fled their homes to seek refuge in other parts of the country and in neighboring countries . Among them, 1,8 million are refugees in neighboring countries while 4,25 million are internal displaced persons (IDPs) . In total, over 6.8 million people are affected by the crisis within Syria .


The skyrocketing needs in the country are until now largely uncovered. The United Nations (UN) agencies and international non-governmental organizations (INGOs) that are legally authorized to work in Syria recently admitted that they could not properly cover their mandate .
In many regions, the Syrian Civil Society Organizations (SCSOs) are the only reliable humanitarian actors. Therefore HI decided to focus on supporting those actors and created a Remote Cell dedicated to partners’ identification, capacity-building, and operational, technical and financial support of the partners’ operations.

  1. Objectives of the mission
The Syria Remote Cell logistics department is meant to support the partners operating in Syria in getting the needed material for their operations. It is functionally independent from the Lebanon mission’s logistics department. Following the mission of the logistics advisor, an support coordinator will supervise both the logistics and administrative teams of the Syria remote cell.
Based in Beirut under the responsibility of the Emergency Coordinator Syria, the Logistics advisor will be in charge of:

• Log team setting
- Ensure the recruitment of 3 local logisticians (manager, transportation officer, and assistant) and the transparency of any recruitment according of HR procedures.
- Train the new employees according to their job description and the HI procedures.
- In case of increase of HI activities and new operational orientations, ensure that the Log department is prepared and operational to satisfy quickly possible new logistics needs

• Transportation & delivery of material in Syria :
- In close cooperation with the Emergency Coordinator Syria and with the partners’ teams, develop secure transportation channels between neighbouring countries (Turkey, Lebanon, Jordan) and the areas of intervention of HI partners in Syria (currently Homs, Aleppo, and soon al Jizah and Damascus)

• Procurement management :
- Ensure an operational procurement management in neighbouring countries (Turkey, Lebanon, Jordan) by HI teams.
- Develop procurement tools & rules for the procurement directly implemented by the partners in Syria.
- Follow-up the good implementation and the respect of these procedures.

• Stock management and equipment follow-up:
- Ensure that a stock is available in neighbouring countries for contingency deployment.
- Develop stock management tools & rules for the stocks managed by the partners in Syria.
- Develop equipment follow-up tools & rules for the partners.
- Follow-up the good implementation and the respect of these procedures.

• Coordination and understanding of the context
- Ensure a good coordination between logistic department and HI operational team.



- Ensure a good coordination between HI logistic department and the partners’ logistic departments.
• Handover to the support coordinator:
- Handover his/her tasks to the support coordinator in order to ensure the respect of the logistics’ framework and the procedures & rules settled.

§ Expected results
• Material can safely be channelled in Syria
• Procurement’s rules are settled for both HI and partners’ teams.
• Both HI and the partners manage properly a stock of material
• A Syria log team is recruited and operational
• The logistics issues are solved in coordination with the partners.

  1. Duration of the mission
-Duration: 3 months if funding confirmed, 1 month if funding not confirmed. Including:
§ Briefing with Emergency Coordinator Syria & Regional Emergency coordinator + with logistics coordinator Lebanon
§ Meetings with partners
§ Meetings with suppliers and/or transportation facilitators.
§ Debriefing and capitalization in Head Quarters
  1. Requested profile
• Mandatory:
  • 2 years experienced logistician within INGOs
  • Significant experiences in programs opening
  • Significant experiences in recruitment (needs assessment, editing Job descriptions, and hiring process) and capacity building (training and coaching).
  • Fluent in English
  • Strong organisation and communication skills
  • Significant experience in unsecured areas
• Preferable:
  • Previous experiences in transportation/channelling goods to a neighbouring country is an asset.
  • Arabic / French speaker is preferable
