Unaccompanied: Unaccompanied Exact Job Location: Akkar, North Lebanon Reports To: Country Director Responsible For: Admin & Human Resources Manager; Admin Officer & Translator and Logistician Liaises With: Country Financial Controller (CFC), Accountability Officer (training role) and WASH Project Manager. Job Purpose: The ACD Systems is a short-term programme start-up role responsible for the introduction of Lebanon appropriate Concern support systems and the training and capacity building of national staff in their use. Main Duties & Responsibilities: • To adapt key Concern support policies (Procurement and Logistics, Transport, HR and IT) to be appropriate to the Lebanon context • Train national staff in the use of the policies and procedures • Identify any gaps in staffing roles, propose and deliver solutions • Work with Concern’s lawyer and CFC to design staff contracts that are compliant with labour, tax and social security law and represent best practise • Train an Accountability Officer to oversee HAP and 4Ps across the Lebanon programme • Identify an appropriate approach for IT support for the programme • Collaborate with the WASH Project Manager to design a procurement and distribution model based on an assessment of contracting and direct implementation options. People Management: • Provide structured and informal capacity building to the local who could take over this systems roles in the future • Provide technical support and on-going on-the-job training and coaching to staff, including in particular a thorough induction at the start of their contract • Ensure that all positions have accurate job descriptions • Ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work • Ensure that all staff are aware of and comply with Concern’s policies and procedures • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance. Other: Undertake other related duties as may reasonably be assigned by the Country Director. PERSON SPECIFICATION ESSENTIAL Education, Qualifications & Experience Required: • Significant previous experience in developing and delivering Concern systems in the field • Fluency in English • Experience in programme start-up operations • Empathy with Concern’s goals and a commitment to capacity building, protection and participation. DESIRABLE Education, Qualifications & Experience Required: • Experience of refugee and/or IDP programming • Knowledge of HAP • Experience of working/living in insecure and sensitive environments • Knowledge of Arabic and or French an advantage. Special Skills, Aptitude or Personality Requirements: • Excellent interpersonal skills • Demonstrated training and capacity building skills • Ability to work on own initiative • Flexible and adaptable approach to working • Ability to work under pressure to meet tight deadlines • Ability to contribute to a small team environment.
